OSCEOLA CAMPUS FACULTY ASSOCIATION
BYLAWS
PREAMBLE
Article III, Section A of the
Constitution of the Valencia Community College Faculty Association, hereinafter
referred to as the College-wide Constitution, in part states, “a campus faculty
association shall include the members of the Association whose place of
employment is on that campus.” Pursuant
thereto, the Osceola Campus Faculty Association is hereby established. Its powers and responsibilities shall be
governed by the following laws.
ARTICLE I
Name
The name of the organization
shall be the Valencia Community College Osceola Campus Faculty Association.
ARTICLE II
Purposes
The purpose of the
organization shall be
1. to advise the chief administrative officer on
Osceola Campus on matters of campus improvements and faculty-related interests,
and
2. to promote communication and mutual understanding
within the faculty, and between the faculty and other groups.
ARTICLE III
Membership
Section 1. Pursuant
to Article II, Section A of the Constitution, the voting membership of the
Osceola Campus Faculty Association shall include, “Full-time professors,
librarians, counselors and other professionals who devote at least sixty (60)
percent of their regularly assigned duties to instructing or counseling
students” and whose principal place of employment is on the Osceola Campus of
Valencia Community College.
Section 2. Adjunct
professors whose primary place of employment is Osceola Campus shall be considered
non-voting members of the Osceola Campus Faculty Association during the period
they are under contract with Valencia Community College.
ARTICLE IV
Officers
Section 1. The
officers of the Osceola Campus Faculty Association shall be President and Vice President.
Section 2. The
Vice President shall be elected from and by the voting membership of the
Osceola Campus Faculty Association. This
officer shall be elected in December of each year, the exact date to be set by
the Osceola Campus Faculty Association.
Candidates for this office shall be nominated in writing (with the
candidate’s prior consent) and elected by a written ballot and a majority vote
in a manner determined by the Osceola Campus Faculty Association. Officers shall take office upon election and
shall serve one year from taking office.
Section 3. At
the December Osceola Campus Faculty Association meeting, the incumbent Vice
President shall assume the office of President and serve in that office for the
following year.
Section 4. If
the Osceola Campus Faculty Association President resigns office before the
expiration of term, the Vice President shall assume the office for the
remainder of the unexpired term. If the
unexpired term is less than four months, that President shall continue in office
for the succeeding year. In such case,
the Osceola Campus Faculty Association shall elect an interim Vice President to
serve the remaining term of the vacated Vice Presidential position.
Section 5. If
the Osceola Campus Faculty Association President is in line to become
college-wide President in May, the Osceola Campus Faculty Association shall
elect a Vice President the preceding February.
When the Osceola Campus Faculty Association President steps down to
become college-wide President, the Vice President shall become President and
the Vice President-elect shall become Vice President.
Section 6. Should
the position of Osceola Campus Faculty Association President and Vice President
be vacant at the same time, the longest-serving Representative at Large shall
serve as Acting President until an election for President is held at the next
regular Osceola Campus Faculty Association meeting.
Section 7. Vacancies
in the unexpired term in the office of Vice President shall be filled by
election at the next regularly scheduled meeting of the Osceola Campus Faculty Association,
pursuant to Section 2 above.
ARTICLE V
Duties of Officers
Section 1. Officers
shall perform the duties prescribed by the Constitution of the Valencia
Community College Faculty Association, these bylaws, and by the parliamentary
authority adopted by the Osceola Campus Faculty Association.
Section 2. The
President shall speak for the Osceola Campus Faculty Association on all matters
pertaining to its concern.
Section 3. The
Vice President shall work with the President, act on behalf of the President
when necessary, and perform other duties as requested.
Section 4. The
President and Vice President shall fill the Osceola Campus representative seats
on the Faculty Council.
ARTICLE VI
At-Large Representatives
Section 1. Two
(2) at-large representatives shall be elected by the voting membership of the
Osceola Campus Faculty Association. The
at-large representatives must be voting members of the Osceola Campus Faculty Association.
Section 2. At-large
representatives shall serve two-year terms, and those terms will be staggered
such that one representative will be elected each year. No at-large representative shall serve more
than two successive two-year terms.
Section 3. Election
of the at-large representatives shall take place in December of the year the
terms end, the exact date being set by the Osceola Campus Faculty Association. Candidates shall be nominated in writing
(with the candidate’s prior consent) and elected by a written ballot and a
majority vote in a manner determined by the Osceola Campus Faculty Association.
Section 4. A
vacancy in an unexpired term of an at-large representative shall be filled by
election at the next regularly scheduled meeting of the Osceola Campus Faculty Association,
pursuant to Section 3 above.
ARTICLE VII
Meetings
Section 1. Regular
meetings shall be held each month during Sessions 1 and 2 and at least once
during each of Sessions A and B. Meeting
dates shall be fixed at the first meeting in each of Sessions 1 and 2. Special meetings may be called by the
President. Osceola Campus Faculty Association
members shall be notified at least three (3) days in advance of the time and
place of meetings.
Section 2. Items
for the Osceola Campus Faculty Association agenda that require a proposal for
vote must be circulated at least five days prior to the meeting date to Osceola
Campus Faculty Association voting members.
Should it become necessary, the five day prior notification provision
may be waived by a 3/4 vote of the quorum present at a meeting.
Section 3. A
quorum shall consist of twenty-five percent (25%) of the voting members of the
Osceola Campus Faculty Association.
ARTICLE VIII
Executive Committee
Section 1. The
Executive Committee shall comprise the Osceola Campus Faculty Association
President, Vice President, and the at-large representatives.
Section 2. The
Executive Committee may perform such duties as authorized by the Osceola Campus
Faculty Association membership. The
committee shall act on majority vote.
ARTICLE IX
Committees
Section 1. Unless
otherwise provided by the Osceola Campus Faculty Association, the President
shall appoint standing and special committees of the Osceola Campus Faculty Association.
Section 2. Membership
on committees may include voting and non-voting members of the Osceola Campus Faculty
Association. Non-voting members of the
Osceola Campus Faculty Association may be allowed voting privileges for
committee actions at the request of the committee chair and the approval of the
President.
ARTICLE X
Amendment of Bylaws
Section 1. The
bylaws of the Osceola Campus Faculty Association may be amended by the Osceola
Campus Faculty Association membership by a two-thirds (2/3) vote or by written
ballot by two-thirds (2/3) of the votes cast.
Section 2. Any
amendment to these bylaws shall be distributed in written form to the Osceola
Campus Faculty Association membership at least one week prior to the meeting or
written ballot.
